To check on the separator, switch to Draft view, click Show Notes on the
References tab, and choose Footnote Separator from the dropdown. Make sure
you have nonprinting characters displayed so you can easily see whether
there are extra empty paragraphs before or after the separator. If so,
delete them. If not, right-click and choose Paragraph... and note any
spacing settings that might be causing the gap.
Note that the Footnote Separator uses the Normal style, so if you have
modified that style, the separator may reflect those modifications. In Word
2007, it appears that the separator has been modified to have Single spacing
and no Spacing After, though it still displays Normal style.
